Meet your 11th District Staff
We each have a
variety of tasks, but our primary responsibility is to serve
the constituents of the 11th District. Please don't hesitate

Betsy Zeigler,
Chief of Staff:

Betsy has been a resident of Federal Hill since
1986 and loves living in the neighborhood and the 11th
District. Her experience in finance, banking, and customer
service proved useful to her career in government. Today,
her primary responsibility (among many) is constituent
services for the 11th City Council District.
Councilman Bill Cole was most fortunate
in convincing Betsy to continue to work with him when her
tenure in Councilman Keiffer Mitchell’s office ended (in
2007 when Mitchell ran for Mayor). Not insignificant to
Cole’s good fortune was the fact that Betsy had served as
his Legislative Assistant in the Maryland General Assembly
from 2000 to 2003. There she provided much the same kind of
support she provides today in City Council, particularly in
working with constituents.
Prior to her career in government,
Betsy’s experience spanned both the for-profit and
non-profit worlds ranging from First National Bank to The
Independent College Fund. Betsy’s goal, as she manages the
Constituent Response System for Councilman Cole is to ensure
that the citizens of the 11th District get prompt
and efficient responses to questions and resolution to
problems. “I want to make the citizens’ experience with
their government as pleasant as possible.”

Before
joining Councilman Cole’s staff, Anthony served as assistant
to the political director of the Democratic Senatorial
Campaign Committee (DSCC) and previously worked on Mayor
Dixon’s campaign.
Anthony is
currently on the Board of Directors of Alliance for
Education Solutions a nonprofit organization that strives to
bring about authentic youth engagement in public education.
Anthony has long possessed a passion for youth involvement
in the political arena. He has served in numerous leadership
positions including: Board Member for Sacramento City
Unified School District (2003-2004) Chairman of the
National Black Caucus for College Democrats of America
(2006-2007), and President of the Morgan State College
Democrats (2005-2007).
In the
summer of 2007, Anthony participated in the American Israel
Public Affairs Committee (AIPAC) campus
allies’ trip to Israel. The semi-annual trip educates and
encourages students and young people on strengthening the
U.S. Israeli relationship through political
involvement. During the 2006 campaign, Anthony participated
in a Live Voter Panel on Election night for FOX 45. He also
organized a student press conference on early voting.
Currently,
Anthony is a student at Morgan State University majoring in
Political Science. He will graduate in the spring of 2009.
Doreen Rosenthal, Special

Doreen
received a B. A. from Goucher College and a Masters from the
Johns Hopkins University. Her professional experience has
included Assistant Dean, University of Maryland School of
Law, and Assistant Director, Center for the Prevention of
Youth Violence, Johns Hopkins School of Public Health.
Before becoming Special Assistant to Councilman Bill Cole,
Doreen spent 10 years as a professional fund-raising
consultant for an array of clients.
A resident
of Bolton Hill, Doreen was President of the Mt. Royal Improvement
Association and continues as the editor of the Bolton Hill
Email Network (BHEN). She was the first chair of the
Baltimore Police Civilian Review Board and of the
revitalized Central District Police Community Council.
Doreen was elected to the Democratic State Central Committee
in 1998 and 2006. She is an active member of the First
Unitarian Church of Baltimore.
Lorraine White, Council

A native
of Anne Arundel County, Lorraine devoted 40 years to working
as a Nursing Assistant in nursing homes, with some time
spent as supervisor. After retiring, she moved to N. M.
Carroll Manor in Harlem Park where she has served as President of the
Tenant Council for 11 years. Lorraine is blessed with 3
children, 7 grandchildren, and 7 great-grandchildren.
It was
helping people that drew Lorraine to nursing and it is
helping people that she loves about her role as part-time
Council Assistant. Her first priority in Councilman Cole’s
office is helping constituents who call with problems.
